The elected post of Treasurer was created in the Virginia Constitution of 1870. The Treasurer's independent status as an elected official ensures that local funds will be collected, invested and spent by an officer who reports directly to the people.

Virginia's city and county Treasurers are the chief financial officers for their localities, collecting taxes and local fees and making payments on behalf of the local government. The Treasurer is responsible for every form of revenue which comes to his or her locality including

Personal Property Taxes
License Taxes
Permit Fees
State Income Tax
Court, Sheriff and Clerk Fees

The Treasurer is responsible for collecting all personal property and real estate taxes. Items taxable to individuals include motor vehicles, boats and trailers, campers and mobile homes. Items taxable to businesses include furniture and fixtures, machinery and tools, merchants' capital, and other tangible personal property used in the course of business.

The offices of the Commissioner of the Revenue and the Treasurer offer much taxpayer assistance and all taxpayers may direct questions to either the Treasurer or the Commissioner.

Licenses and Fees

 

Dog Licenses

All dogs and cats must be vaccinated against rabies.
Dogs who are four months old must be vaccinated and have a license. Dog licenses must be renewed by January 31 each year.

License fee (one year) is $5 for spayed and neutered dogs and $10 for non-neutered dogs. Three year licenses are $15 for spayed or neutered dogs and $30 for non-spayed/neutered animals.

Kennels must also be licensed. Yearly fees are $35 for up to 10 dogs, $70 for up to 20 dogs, $105 for up to 30 dogs and $140 for up to 40 dogs.

Income Tax

The Treasurer is also responsible for collecting state income tax payments and estimated state income tax payments. Taxpayers may receive assistance in filling out their income tax papers in the office of the Commissioner of the Revenue. State income taxes are due and payable by May 1. Subsequent payments of estimated tax due June 15, Sept. 15 and Jan 15 may be paid in the Treasurer's office. Checks should always be made payable to the Bedford County Treasurer.

Motor vehicle decals are no longer issued.
