The following data inventory is intended to present a general description of the data on the onlineGIS. This inventory is in no way meant to be an exhaustive metadata listing, as defined by the Federal Geographic Data Committee's(FGDC) Content Standard for Digital Geospatial Metadata.

All County data is in Virginia State Plane(South) Coordinate System, based on the 1983 North American Datum, in US Feet.

spatial description:This layer shows all existing first-order control monuments within and around Bedford County, as well as those control points within the City of Bedford.
source/date: The layer was created by the County GIS Department in November, 2001. Original source data is from July, 1992 GPS Survey performed by Measurement Sciences, Inc. of Englewood, CO, for the Central Virginia Planning District Commission. Geographic Coordinates were converted to .shp file in ArcView 3.2, and then reprojected to Virginia State Plane, Zone South, Units= U.S. feet.

source/date: MSAG Data Consultants, Inc. created this layer from the Geographic Names Information System, developed by the US Geological Survey(USGS), and verified with the 1:24K USGS quad maps.

spatial description:This layer shows all E911 addresses(street number/ road name) within the County and City of Bedford.
source/date: Initial creation by Central Virginia Planning District Commission(CVPDC). MSAG Data Consultants began field verification of existing addresses in 1998. Since 2001, address data maintained by County GIS Department.
attributes: Street number and road name. Street Number is determined by 5.8 ft increment value from beginning of road, with odd numbers on the right-hand side of the road, and even numbers on the left-hand side. Addresses within City of Bedford and certain subdivisions are based on a unique numbering system for that area.

spatial description:This layer shows building and house footprints/symbols within the County. Only larger buildings will have actual footprints. Smaller structures are represented by a generic building symbol only.
source/date: Initial creation by Central Virginia Planning District Commission(CVPDC). MSAG Data Consultants began field verification of existing structures in 1998. Since 2001, new structures that require an address have been added to the building layer(most often as a building symbol only) by the County GIS Department.

spatial description:This layer shows the symbology and annotation, including parcel number, double circle, church, school, cemetery, etc., which details the tax parcel layer.
source/date: Original conversion of parcels from hard-copy to digital format began in 1996 by Central Virginia Planning District Commission. In 1998/99, MSAG Data Consultants, Inc. performed a quality review of the existing digital data.

layer name Flood Plains
spatial description:This layer shows Q3 Flood Plain Data for the County.
source/date: This data was produced by the Federal Emergency Management Agency(FEMA) derived from the Flood Insurance Rate Maps(FIRM) published by FEMA. The FIRM paper maps were scanned and selected features and lines were digitized by FEMA.
attributes: Flood Hazard Zone Designations. The following are the Zone Designations and their descriptions, taken from the FEMA web site: http://www.fema.gov/mit/tsd/fq_gen13.htm

Zone A: Zone A is the flood insurance rate zone that corresponds to the 1-percent annual chance floodplains that are determined in the Flood Insurance Study by approximate methods of analysis. Because detailed hydraulic analyses are not performed for such areas, no Base Flood Elevations or depths are shown within this zone. Mandatory flood insurance purchase requirements apply.
Zone AE: Zone AE is the flood insurance rate zone that corresponds to the 1-percent annual chance floodplains that is determined in the Flood Insurance Study by detailed methods of analysis. In most instances, Base Flood Elevations derived from the detailed hydraulic analyses are shown at selected intervals within this zone. Mandatory flood insurance purchase requirements apply.
Zone X: Zones X is the flood insurance rate zone that corresponds to areas outside the 1-percent annual chance floodplain, areas of 1-percent annual chance sheet flow flooding where average depths are less than 1 foot, areas of 1-percent annual chance stream flooding where the contributing drainage area is less than 1 square mile, or areas protected from the 1-percent annual chance flood by levees. No Base Flood Elevations or depths are shown within this zone. Insurance purchase is not required in these zones.

spatial description:This layer shows the zoning boundaries as defined in the Bedford County Zoning Ordinance.
source/date: Original zoning data is from hand-colored parcel maps depicting zoning outlines produced by Bedford County in Spring, 2000. MSAG Data Consultants, Inc. converted these markups to digital format. This zoning coverage was then reviewed and approved by the County Planning Department in Summer 2001. Zones based on measurement(ex. Agricultural Village) based on intersections of planimetric features from County planimetric maps.

Precincts were determined using census block population data from the 2000 Census provided by the US Bureau of the Census.
